SSL-Error Rails 3 only with passenger

I have a problem with Rails 3 and Passanger accessing the paypal api. Everything is OK on the rails console, but when I access the site with passenger I get this error (live not paypal sandbox):

Has anyone had a problem like that? Ruby and Rails are the same version for passenger.
