"Browse Server" button inside "link" icon in ckeditor does not show file after upload

I am using "ckeditor" gem in rails.

once i click "link" icon and upload file by clicking "browse server", file is shown at the first upload and i can attach the file to the document. However if i want to attach the same file by clicking "link" icon second time i will not be shown the file(browse server is empty).

The other "image" botton works as expected.

I have checked the uploads folder and the file are there but why is it not displaying in "browser server" window.
