ERROR: Error installing rails: activesupport requires Ruby version >= 2.2.2

I installed Ruby 2.3.1 (x64) from http://ift.tt/o2Ps3Y

and then installed Rails successfully, then I got this error when running my app from browser sqlite3/sqlite3_native (LoadError) on ruby on rails

I applied the solution posted here but it did not help. Then I downgraded to Ruby 2.0.0

Then tried to install Rails using gem install rails but I got this error

ERROR: Error installing rails: activesupport requires Ruby version >= 2.2.2.

I want to know what should I do? How can I solve this issue?
