Sms Gateway in redmine and add filtering option in redmine plugin

First Requirement::Hello, I am using redmine for issue tracking and twilio gateway .I want to send the autogenerated ticket Id to the client as soon as the new issue is ceated.I already have an twilio account.I just want to modify the code in such a way that the mobile number what i type during the new issue creation must link to the twilio ruby code to send the ticket-id.This event should occur onl\y when i create a new isssue and not for every edit of an issue. Second Requirement::I am using redmine monitoring and controlling plugin in my project. Now I want to add the filters similar to in issues tab. Help me out
