Devise Mailer not handling namespace

I defined a devise password controller like this

 class Org::User::PasswordsController < Devise::PasswordsController

   def create
       ...
   end
 ...
 end

My mailer views located inside org/user/mailer directory

I have also defined

config.scoped_views = true

but still it is picking devise default reset_password_instructions.html.erb inspite of having this file inside org/user/mailer mailer directory. How can I resolve this.
