Ruby on Rails 3.x including an entire static site in the app

I have an app and it assists technicians in trouble shooting problems with servers.

It is a wizard type app but we also have to have the real down and dirty stuff for the more experienced techs.

The down and dirty stuff is some dirty HTML exported from an excel spread sheet.

It has it's own site on the company intranet.

For the sake of the app, we have to assume he will be offline. He won't have access to the intranet.

I took a copy and integrated it into the RoR app. It works fine.

The catch is, the spreadsheet and site get updated constantly.

What I need is a way to drop a straight HTML website into a RoR app. And to top it all off, it uses frames.

The constant updates is the problem. Converting a spreadsheet to HTML generates so much garbage.

Any ideas how to slap an entire static website into an RoR app assuming that the person using it will be offline?

I don't have an option of telling people to do it another way.
