feasibility of UI for Model/ Controller modification [closed]

I'm new to dev (somewhat know Ruby/Python), and I'm looking to create a platform with a component that acts like a UI for rails where the user can modify the Model and the Controller in a friendly way as part of the app. Is there an easy architecture, language, etc. that enables this to be easy? Should I use something like rails? How can I learn more about building something like this?
