Error with installing gem Json 1.8.3 Ruby on Rails

The error I get every time I run bundle install is
"An error occurred while installing json (1.8.3), and Bundler cannot continue. Make sure that gem install json -v '1.8.3' succeeds before bundling."

For some reason it won't install. My bundler version is 1.11.2

I can't use any of the sudo commands because I'm on windows. A lot of the suggestions I see online don't fix my problem and I can't figure out what I need to do.
