Rails App keeps reverting to previous version

I am attempting to find the solution to why a project keeps reverting back to its previous version. I usually run a command after we complete front end work written as bundle exec rake assets:precompile && touch tmp/restart.txt that does the entire process of cleaning, precompiling and restarting the app. for one of our projects, after we imported the database this has become the equivalent of starting from scratch, as all of the front end changes via sass and jQuery get reversed to the state it was previously on 7/16/2015. Has anyone had any issue similar this?
