Unable to restore database from one database to another database in Heroku

Before my command is run successfully but after changes of command in Heroku my command is not working.

heroku pgbackups:restore DATABASE `heroku pgbackups:url --app OLD-APP` --app NEW-APP

before above command works file but now it's not working so can you please tell me what is the new syntax of Copy of one application's database to another application's database.
